Kevin;

I have good service from Fohrmann shipping to the USA.

Details on using the Wheel turning tools are described at
http://www.trainsahead.com/wheel_turning.htm
http://www.rbd-breslau.de/71-tips/116-drehbank/116-drehbank-001.html
Note that the Forhnann RP25 cutter is not hardened steel, use a standard cutter to get close and then use the profiled cutter.

The reassembly tools are described at
http://www.trainsahead.com/wheel_assembly.htm

You could contact Raman Narayanswamy directly, I believe he lives in Pelham NH up the road from Beverly Ma.

I searched for other sources of RP25 cutter tools previously. I remember they existed from other sources, but I could not find a supplier recently. Perhaps the wheel suppliers manufacture their own tools and could spare you one.
